Abstract: Considering the different technological innovation efficiency of the firms in enterprise cluster, this paper establishes a two-stage non-cooperative game model to explore the impact of technological spillover on technology innovation investments of different innovative timing firms.It analyzes the different investment ways of leading firm and following firm as technological spillovers are improved, and finds the evolution of enterprise cluster's technology innovation capacity, and provides the corresponding policy recommendations.
