Abstract: The paper analyzes the concept of sustainable development (SD) froma tive and positive perspectives to avoid endless argument between academicians and practitioners. On one hand,norrnative researcil Shows that SD ideally consists of four principles: equality between generations, regional equality, and economic, social and environmental development, and coordination. On the other hand, Positive research at first de scribes non-SD situations we are facing,and thus SD should emphasize. time limit consistent with national long run planning and differences in regional. planning,nnd coordinate three key conflicts under the assumption of high economic growth rate. Lastly some agentssonal suggestions are giuvn to refine and inhance AD policies,such as identifying agents of generation well-being of next.
