Abstract: The concept of sustainable development has been wide accepted over the wholeworld. The study in this field has become an international hot point in recent years.However. there are still a number of problems in theory and method which have not been tackled,especially,how to identify whether the development of a certain area is sustainable? how to make a plan for its sustainable development? In This paper,an index system and an optimal model of sustainable deuelopment are discussed based on the fundamental principles of sustainable development.
