Abstract: In 1970’s, Dr. Leontief has used the input-output table to analyse the environmental problems. Following him,such scholars as Allen V. Kneese,made a lot of work on this field. This paper puts the input-output table forward. We look the environmental control sector as a part of intermediate sector,and adds the remained pollutants to “v+m” metrix. This modification has two advantages. First,it is favourable to describe the recycled using of resources. Secondly,it is conductive to analyse sustainable development. We defines an index of sustainable developmanet. Then we can tell weak sustainable development from strong sustainable development by it.
