Abstract: This paper explores the theoretical framework of systems evaluation. The outline is as follows: (1)Reviewing the development of Systems Thinking and systems evaluation; (2)Based on Critical Systems Thinking, providing a kind of improved theoretical framework of systems evaluation; (3)Discussing the function of orgnization and plan in systems evaluation process; (4)Analysing the potential problems in systems evaluation design and studying the problem-solving methods.
