Abstract: Based on usual indices of external debts for risk and by use of qualitative and quantitative analytic method,this paper builds up a comprehensive evaluation indices system of the capabiltiy that a debtor country clears off external debts,and thereby puts forward a multilayer comprehensive evaluation method of the capability of a debtor country to clear off external debts. Finally,the method is applied to evaluating the capability,which China cleared off its external debts during the period 1985-95.
