Abstract: In this paper,the process to aequire hierarchical structure of evaluation index system is analysed,and the process can be transformated into network analysis problem.Based on the above-mentioned viewpoint,the idea of using ISM (Interpretative Structural Modeling)to comstruction of index hierarchical structure is proposed,the algorithm used for dividing index system into hierarchical structure is designed.The effectiveness of the network analysis method is further illustrated in application.
