Abstract: This paper discusses the goal in the scale control of area and industry of utilizing foreign-funds and the determination of the constrains, and then sets up the non-linear goal programming model. The article takes China as an actual case to carry out solutions and analyse, and obtains the optimum scale of our country in making use of foreign-funds,as well as some meaningful suggestions.
