Abstract: On the basis of discussing the characteristic and conten of regional economic planning on county level, this article establishes the econometrics model and goal planning policies for regional economic planning on county level. Finally the feasibility and effectiveness of the method is proved fully by a positive analysis for a county of Henan province.
