Abstract: On the basis of the theory and methods of decision support system,by comprehensively using artificial intelligence,experts system,fuzzy sets,factor analysis and so on,this paper has proposed a comprehensive evaluation index system for development level of Free Trade Zones in China,presented the basic structure framework of the Integrated Intelligent Comprehensive Evaluation System(IICES) for development level of Free Trade Zones in China,discusses the implementation techniques and methods of IICES,and gives the application example of IICES.
