On one hand,norrnative researcil Shows that SD ideally consists of four principles: equality between generations, regional equality, and economic, social and environmental development, and coordination. On the other hand, Positive research at first de scribes non-SD situations we are facing,and thus SD should emphasize. time limit consistent with national long run planning and differences in regional. planning,nnd coordinate three key conflicts under the assumption of high economic growth rate. This paper pointed out that the majority of researches have focused on OLDS,which is necessary to study decisionmaking and decision support, but not enough. If we want to enhance the effectiveness of decisionmaking and decision support, we should research into CLDS,study decision problem recognization and solving in the unified framework of decision system. The approaches, based on the simple weighting methods (SAW),can be used for objective determination of weighting coefficients between evaluation objectves without any quautity requirement and restriction regarding the evaluation objectives and decision making schemes. compared with the method of non-time-series multiattribute decision, the results from synthesizing evaluation for economic benefit of 16 provinces and cities of nation by these two approaches have shown their efficiency.
