In[1],the potential economic growth rate is represented by the reciprocal of the maximum eignvalue of characteristic equatiopn corresponding to the Dynamic Input-output matrix equation. In our paper,We have proved the stability of the maximum eignvalue and then set up a simple but useful model to compute the potential economic growth rate conveniently. Following him,such scholars as Allen V. Kneese,made a lot of work on this field. This paper puts the input-output table forward. We look the environmental control sector as a part of intermediate sector,and adds the remained pollutants to “v+m” metrix. This modification has two advantages. First,it is favourable to describe the recycled using of resources. Secondly,it is conductive to analyse sustainable development. We defines an index of sustainable developmanet.
